PALESTINE, June 10, 2026 (JNA Press) – The Palestinian Commission of Detainees and Ex-Detainees Affairs and the Palestinian Prisoner’s Society have warned that a proposed Israeli law aimed at preventing representatives of the International Committee of the Red Cross (ICRC) from entering Israeli prisons and visiting Palestinian detainees could further isolate prisoners and significantly reduce international oversight of detention conditions.
The warning came after Israel’s National Security Committee in the Knesset advanced legislation that would prohibit Red Cross representatives from accessing prisons holding Palestinian detainees, a move that has drawn concern from rights groups over the future of independent humanitarian monitoring.
The two organizations said Red Cross visits remain one of the few international mechanisms available for monitoring prison conditions, facilitating communication between detainees and their families, and documenting the treatment of prisoners. Restricting such access, they warned, could further obscure conditions inside Israeli detention facilities.
According to the organizations, the proposed legislation comes amid growing reports of deteriorating living and health conditions inside Israeli prisons, alongside allegations of collective punishment measures and increasing restrictions imposed on detainees.
They argued that the move reflects efforts to transform exceptional measures introduced in prisons over recent months into permanent policies, potentially expanding prisoner isolation and limiting opportunities for independent international scrutiny.
The organizations also said the legislation raises broader questions regarding Israel’s compliance with international standards governing the treatment of detainees, particularly with respect to granting humanitarian organizations access to detention facilities and monitoring prisoner welfare.
They called on the international community, human rights organizations, and humanitarian institutions to take urgent action to preserve the role of the International Committee of the Red Cross in monitoring the conditions of Palestinian detainees and to ensure continued independent humanitarian access to prisons, describing such access as a fundamental safeguard for the protection of detainees’ rights and well-being.
